Information on current electricity rebates.

Ontario Electricity Rebate

What is it?

Effective November 1, 2019, the Ontario government has introduced the new Ontario Electricity Rebate.

Previously, residential, farm and most small business customers received a reduction on their bill that was built into the price of electricity. The new Ontario Electricity Rebate replaces the previous built-in reduction and the former 8% Provincial Rebate. This change allows you to see the true cost of electricity on your bill and the full value of your Ontario Electricity Rebate if you are eligible.

The Ontario Electricity Rebate applies to electricity consumed on or after November 1, 2019, and is set at 31.8%.

You will see a new line item called the Ontario Electricity Rebate that shows the total amount of your rebate.

If you receive the Ontario Electricity Support Program rebate, you will see an additional line item on your bill called “Total Provincial Support” that summarizes your rebate amounts.

The new Ontario Electricity Rebate is for households, farms, long-term care homes and many small businesses.

All residential and small commercial customers are automatically eligible for the rebate. You do not need to do anything.

If you received the previous 8% rebate, you will automatically receive the new Ontario Electricity Rebate, effective November 1st. However, certain classes of customers MUST complete a self-declaration form to remain eligible. If your account is for a farm, long-term care home or multi-unit complex, you need to complete a new self-declaration form and submit it to our office. Please see “Who needs to apply for the rebate” for details on whether you need to submit a self-declaration form.

Even if you have previously submitted self-declaration forms to us, you must submit a new form by January 31, 2020. Otherwise, eligibility will cease on February 1st, 2020.

Accounts that are automatically eligible and do not need to apply for a rebate:

  • All residential customer accounts
  • All small commercial customer accounts (with a demand for electricity of 50kW or less)
  • All commercial accounts that use less than 250,000 kWh of electricity per year
  • Any business that is a farming business for the purposes of the Farm
  • Registration and Farm Organizations Funding Act, 1993, and holds a valid registration number assigned under that Act or the consumer’s obligation to file a farming business registration form was waived pursuant to an order made under subsection 22 (6) of that Act.
  • A long-term care home licensed under the Long-Term Care Homes Act, 2007, other than an account that is also in respect of a hospital.

Accounts that need to complete a self-declaration form:

A multi-unit complex that meets all of the following conditions:

  • Exceeds 50kW electricity demand AND exceeds 250,000 kWh of electricity per year.
  • Contains at least two qualifying units.
  • At least 50% of the units within the complex are qualifying units.
  • Has completed a self-declaration form.
  • Is not included in the chart below.

The following account types will be eligible for rebate until October 31, 2020, provided that a self-declaration form has been submitted to Halton Hills Hydro by February 1, 2020. If a self-declaration form is not submitted, eligibility for these accounts will cease on January 31, 2020.

  • A hotel, motel or motor hotel, resort, lodge, tourist camp, cottage or cabin establishment, inn, campground, trailer park, tourist home, bed and breakfast vacation establishment or vacation home.
  • Living accommodation occupied by a person for penal or correctional purposes.
  • A hospital
  • A premises that is subject to the Ministry of Correctional Services Act or the Child, Youth and Family Services Act, 2017.
  • Short-term living accommodation provided as an emergency shelter.
  • Living accommodation provided by an educational institution to its students or staff where
    • the living accommodation is provided primarily to persons under the age of majority or all major questions related to the living accommodation are decided after consultation with a council or association representing the residents, and
    • the living accommodation is not intended for year-round occupancy by full-time students or staff and members of their households.
  • A university, college of applied arts and technology or other entity that provides post-secondary education.
  • A multi-unit complex identified by a NAICS code commencing with the digits 21, 22, 23, 31, 32 or 33.

Self-declaration forms must be received by January 31, 2020, to remain eligible for the rebate.

All customers who were receiving the previous 8% rebate will continue to receive the new Ontario Electricity Rebate until January 31st, 2020.

Account types listed above as eligible until October 31, 2020, will only remain eligible until that date IF a self-declaration form is received by January 31, 2020. Otherwise, the rebate will cease on January 31, 2020.

Please ensure your self-declaration form is returned promptly to avoid losing or seeing an interruption in your rebate.

You need to complete a self-declaration form to notify us of the change within 90 days of the account ceasing to be eligible.

The rebate will continue until the end of the billing period in which the 90th day after the change in eligibility occurred.
